The FDA was created back in 1938. Every drug/food that was already in mass use was exempted. Meaning that no tests was done on it, Also realize its only use back then was a Rat Poison.
While back then the CDC/FDA Just followed Policy on what was already established, Now many think diffrently and go against the use of it all together.,

CDC. "Recent evidence suggests that mixing powdered or liquid infant formula concentrate with fluoridated water on a regular basis may increase the chance of a child developing ... enamel fluorosis."
FDA "In children younger than 8 years of age, combined fluoride exposure from all sources—water, food, toothpaste, mouth rinse, or other products—contributes to enamel fluorosis."
Now realize the fda cannot think for themself so yes they continue on with the statement saying the treatment of fluoride in the water is safe.
